EU4Ukraine: what EU grants are available in 2026 and how to apply
The European Union is the largest external donor to Ukraine. Let's look at what programs are available, who can apply, and what needs to be done step by step.
The EU has allocated over €50 billion to support Ukraine in 2024–2025. Some of this money goes directly to civil society through grant programs. But most organizations don’t know where to start — the application system is complex and requires training.
Main EU programs for Ukrainian NGOs
🤝 EU4CSO — supporting civil society
€50,000 — €300,000
The largest direct support program for NGOs. Funds organizational development, advocacy, and service delivery. Project duration 12–36 months. Requirements: registration in Ukraine for at least 2 years + audit report.

⚖️ EIDHR — human rights and democracy
€100,000 — €500,000
For organizations working on human rights, elections and freedom of speech. Less competition than EU4CSO. Special feature: unsolicited proposals can be submitted in certain windows.

🎓 Erasmus+ — education, youth, sport
€50,000 — €400,000
Often underrated program. Funds exchanges, partnerships and training programs. For NGOs: Key Action 2 (strategic partnership) and Key Action 3 (youth democracy). Open to universities, youth organizations and NGOs.

Step-by-step instructions: how to apply

Register in PADOR
Partner Registration System on ec.europa.eu is mandatory for all EU grants. Complete your organisation profile and check it every year.

Register on the EU Funding & Tenders Portal
ec.europa.eu/info/funding-tenders — all open calls are published here. Set up filters: Ukraine, Civil Society, your thematic area.

Find a consortium partner
Most EU grants require a consortium of 2-4 organisations. Search through Euclid Network, CIVICUS or directly through contacts in the EU.

Read the Guidelines for Applicants carefully.
All the eligibility criteria are there. Check: does your organization qualify? Does the project topic fit? Do you fit within the budget range?

Prepare the Application Form
Narrative (project description), logframe, detailed budget, team CV, statutory documents. This takes at least 3–6 weeks.

Submit by the deadline
The system closes at exactly the specified time. Don't leave it until the last day - technical failures are not grounds for accepting a late application.
Typical reasons for rejection

Incomplete registration in PADOR or outdated information in the profile

Overhead exceeds the established 7% of direct costs

The logframe does not match the overall purpose of the program
05
The application is submitted even 1 minute after the deadline - the system does not accept it

Missing partner or partner is not an eligible organization under the call conditions
